avr - Can't get an led to flash with avrdude, even though I can reset fuses -

so bought cheap usbasp programmer off ebay , tried program attiny2313. avrdude said flash uploaded , verified, led did not blink. checked output of pins voltmeter, got nothing. tried few other versions of blink program attiny2313 , got same results. made mistake of trying reset fuses , bricked chip.

i tried process again, being more careful fuses , got same results. checked wiring multiple times leds etc. no blink. tried programming atmega8 , not response whatsoever. programmer didn't recognize chip.

i tried resetting clock on both chips. kept getting 'could not set sck' clock speed error, @ same time avrdude said reset clock speed. tried resetting clock related fuses on second attiny2313 , bricked chip.

is there possible way programmer able reset fuses, not program chip? because know fuses reset, no longer recognize or program chips right after commands went through. programs aren't producing outputs.

at point i'm totally lost.

tried couple of other programs , got 1 uploaded , confirmed avrdude, leds still don't flash. i've tried swapping them , resistors , checked wiring multiple times.

do not miss-led "could not set sck" message. can typically safely ignored. if avrdude said the flash verified, specified hexfile loaded flash memory on chip.

you should not need change of fuses factory defaults led blinker work. while not think possible "brick" attiny2313, can put chip a state need more usbasp reprogram factory default.

more mundane happening program loading not blinking led pin (code wrong, or programming wrong file) expected or led not connected correctly.
