google polymer looks simple way make material designed web pages. developing native android application , make material designed. question is, can use polymer native android applications?

no, cannot use polymer build "native" android app. although there frameworks such phonegap allow build app using web technologies , compile android app.

if goal make app follows material design patterns, suggest started reading official documentation on subject: creating apps material design
